Handicap is set to check/update every 120 seconds (which is recommended). The spawn protection can't be helped right now. It's a new update, and as of yet i haven't found a cvar to turn it off. You'll notice it's on all servers, not just GG.
I'll work on adding c4 to the global stripper filter to remove it from gameplay.
