Money scamming is not against server rules, but the city should be against it (like cops should arrest scammers). As for anything else, don't go like 100% Nazi Germany on them, but maybe using weaker punishments more often (kick is great for example) might get some people to straighten up. Also, as the map gets bigger and when I find a method to get people out of cars, that will help too.
how exactly does one money scam? i'm really not understanding how someone could just steal all my money.
